Feat/cilium alerting rules (#526) 
* Add .worktrees/ to .gitignore

* feat: add Cilium alerting rules (32 rules across agent, operator, ClusterMesh, KVStoreMesh, Hubble)

* fix: use job label instead of k8s_app, switch to single-quoted YAML strings

* remove Cilium agent high restart rate alert
