feat: add SNMP exporter alerting rules (#507 )

Add 7 alerting rules for prometheus/snmp_exporter covering device
availability, interface status, error rates, bandwidth utilization,
and device restarts. Rules use standard IF-MIB and SNMPv2-MIB metrics.
